The SCSR-Index provides a clear, actionable indicator of safety culture maturity. It enables organisations to measure cultural development and drive targeted improvements — from within.

What is the SCSR-Index?

The SCSR-Index is a numerical indicator on a scale from 0 to 8, aligned with the four safety culture maturity levels.
It consolidates employee responses across 20 Dimensions into a single, transparent measure of cultural maturity.

Safety Culture State Review calculation

Point Values per Maturity Level

Each maturity level is assigned a specific point value used for calculating the index:

  • A – Dependent: 3 points
  • B – Independent: 5 points
  • C – Interdependent: 8 points
  • D – Reactive: 0 points

This transformation allows behavioural maturity to be quantified and compared.

STEP 1 — Calculating the Index per Dimension

SCSR participant responses for each dimension
are translated into points and averaged:

SCSR-Index(i) = {[(count(A) × 3) + (count(B) × 5) + (count(C) × 8) + (count(D) × 0)] / (A + B + C + D)}

Example – Index for One Dimension

Use the values for Dimension III: A=10, B=4, C=2, D=9

SCSR-Index (III) = 66 / 25 = 2.64 → 2.6

STEP 2 — Calculating the Overall SCSR-Index

The final index is the average of all 20 dimension indices.

Example – Final SCSR-Index

Indices from the 20 dimensions (example values):

I. 4.0, II. 4.9, III: 2.6, IV. 4.2, V. 2.1, VI. 4.3, VII. 2.9, VIII. 3.7, IX. 4.3, X. 3.5, XI. 3.8, XII. 3.7, XIII. 3.9, XIV. 3.4, XV. 2.9, XVI. 3.7, XVII. 4.9, XVIII. 2.3, XIX. 1.8, XX. 4.3

SCSR-Index = avg(I…XX) = 3.6
