The SCSR creates a transparent, practical picture of how safety culture is lived every day. Rather than relying on isolated indicators or external audits, it uses an internal assessment that actively engages employees, reflects real behaviors, and supports cultural transformation from within.

The Four Maturity Levels
The SCSR is built on a simple, intuitive maturity model — from reactive to highly proactive — inspired by Covey’s Highly Effective Teams and aligned with the Bradley Curve. It gives teams and leaders a clear, shared language for understanding their current cultural stage and the path forward.
- Reactive – acting only after things go wrong
- Dependent – following rules because management says so
- Independent – taking personal responsibility
- Interdependent – taking shared responsibility and looking out for each other
The 20 Culture Dimensions
Safety culture becomes tangible through 20 practical dimensions that reflect everyday interactions, decision-making, communication, and behaviours across the organisation. These 20 Dimensions represent the DNA of a safety culture — ranging from responsibility, incidents, meetings and training, to inspections, risk management, communication, behaviour prevention, KPIs, digitalisation, working conditions and more.
Together, they provide a holistic picture of how safety is lived and where an organisation stands today.
The SCSR-Index
The SCSR-Index consolidates all results into a single, transparent indicator of cultural maturity. Built from employee assessments of the 20 Dimensions and aligned with the four Maturity Levels, it translates lived behaviours into a score from 0 (Reactive) to 8 (Interdependent).
The index reveals where the organisation stands today, highlights strengths and gaps, and provides a clear direction for the next steps in cultural development.
Employee-Driven Workshops
The SCSR Workshops are the engine of cultural transformation. Numbers alone do not change culture — but dialogue does. In guided workshops, teams explore their results, share experiences, and jointly develop actions that matter. Because the workshops are participative, employee-driven, and easy to run internally — from within, they create ownership, strengthen collaboration, and make cultural change authentic, scalable, and sustainable.
