Safety Culture Leading Performance Indicators

To make safety culture development measurable, three key leading performance indicators have been defined for implementing the Safety Culture State Review.

These indicators correspond to the following levels:
1️⃣ State of the safety culture – SCSR-Index
2️⃣ Development of the 20 dimensions
3️⃣ Development of prioritized dimensions

	1. Safety Culture State Review – Index The Safety Culture State Review Index serves as a holistic leading performance indicator for assessing the state of a company’s safety culture. The current index is calculated based on a Safety Culture State Review. If multiple reviews are conducted across different business areas, the index is determined as the average value of all reviews. Based on the current index, management sets a target value, including a short-term goal (one year) and a medium-term goal (three years).
	2. Safety Culture State Review – State Overview The State Overview performance indicator reflects the number of dimensions assigned to the four maturity levels: Reactive, Dependent, Independent, and Interdependent. This indicator helps monitor and adjust cultural development within the company. For the current state, this performance indicator is derived from the results of the Safety Culture State Review. To achieve the defined index goals, this indicator can be used to determine how the distribution of dimensions across maturity levels should be structured in the future.
	3. Safety Culture State Review – Dimension Development The Dimension Development performance indicator defines the desired maturity level progression of a dimension over a specific period (current – short-term – mid-term). This indicator is used to fine-tune the development of prioritized dimensions.
