To enable a structured and measurable development of safety culture, three key leading performance indicators are defined within the Safety Culture State Review framework.
Together, they provide transparency on three levels:
1️⃣ The overall maturity of the safety culture – expressed by the SCSR Index
2️⃣ The development of all 20 safety culture dimensions
3️⃣ The targeted development of prioritized dimensions
1. Safety Culture State Review – Index
The Safety Culture State Review Index serves as a holistic leading performance indicator to assess the overall state of an organization’s safety culture.

The SCSR-Index is calculated based on a completed Safety Culture State Review.
When multiple reviews are conducted across different business units, sites, or organizational areas, the overall index is determined as the average value across all reviews.
Based on the current index, management defines a target maturity level, typically including:
- a short-term target (one year), and
- a medium-term target (three years).
This approach enables a structured, transparent, and measurable development of safety culture over time.
2. Safety Culture State Review – State Overview

The State Overview performance indicator shows how the 20 safety culture dimensions are distributed across the four maturity levels: Reactive, Dependent, Independent, and Interdependent.
It provides a clear overview of the organization’s current cultural profile and supports the monitoring and steering of safety culture development.
For the current state, this indicator is derived directly from the results of the Safety Culture State Review.
To achieve the defined SCSR-Index targets, the State Overview can be used to determine how the distribution of dimensions across maturity levels should evolve over time, supporting targeted and realistic development planning.
3. Safety Culture State Review – Dimension Development
The Dimension Development performance indicator defines the target maturity progression of individual safety culture dimensions over time — from the current state to short-term and mid-term objectives.
It is used to fine-tune and steer the development of prioritized dimensions, ensuring that improvement efforts are focused, realistic, and aligned with the overall safety culture targets.
