In order to make safety culture development measurable, three so-called leading performance indicators are defined for the implementation of the Safety Culture State Review. The performance indicators are introduced for the respective levels “State of the safety culture”, “State development of the 20 subject areas” and “State development of prioritized subject areas”.

1. Safety Culture State Review – Index

The Safety Culture State Review – Index is the holistic leading performance indicator for determining the state of safety culture.

The current index is calculated based on a Safety Culture State Review. If reviews are carried out for different business areas, the index results as an average value over all reviews carried out

Based on the current index, a target value is set by the management, a short-term target (one year) and a medium-term target (3 years)
2. Safety Culture State Review – State Overview

The performance indicator – State Overview – indicates the number of sub-areas that are assigned to the four culture states ‘reactive’, ‘dependent’, ‘independent’ and ‘interdependent’. The cultural development in the company can be adjusted and controlled via this performance indicator.

For the current state, this performance indicator results from the results of the Safety Culture State review.

To achieve the defined index goals, this performance indicator can be used as support to determine how the desired distribution of the sub-areas per cultural state should take place in the future
3. Safety Culture State Review – Subject Area State Development

The performance indicator – Subject Area State Development – defines the desired state development of a sub-area for a period (current – short-term – mid-term). This performance indicator is used to fine-tune prioritized sub-areas.
