The meaning of the four states

The characteristics of the four states can be described for this subject area as follows:

dependent – Work preparation and planning is carried out by specialists (internal or external). Therefore complex method statements and risk assessments are prepared. No feedback loop from operations has been implemented
independent – Team leads are involved in work preparation and planning activities. However method statements are quite complex and bureaucratic. Team leads using other tools (e.g. last minute risk assessment) to mitigate current documentation
interdependent – Employees are involved in work preparation and planning, and also reviewing documentation. Documentation is easy to use. A feedback loop for reviewing documentation is implemented. Documentation (method statements, risk assessments) are revised in short time
reactive – There is not any work preparation and planning related to HSE in place
